Gordon Brown om Europa

När Gordon Brown höll sitt utrikespolitiska tal handlade det enligt inledningen on Storbritanniens unika ställning i världen och om att främja det nationella intresset. I ett tal på fem sidor rymdes faktiskt någonting om Europeiska unionen med:

“Through our membership of the European Union – which gives us and 26 other countries the unique opportunity to work together on economic, environmental and security challenges – and the Commonwealth, and through our commitment to NATO and the UN, we have the capacity to work together with all those who share our vision of the future. And I do not see these as partnerships in competition with each other but mutually reinforcing.”

Stycket som mer specifikt handlade om Europeiska unionen gav en antydan om en strävan:

“I want to play my part in helping the European Union move away from its past preoccupation with inward looking institutional reform and I will work with others to propose a comprehensive agenda for a Global Europe – a Europe that is outward looking, open, internationalist, able to effectively respond both through internal reform and external action to the economic, security and environmental imperatives of globalisation.”

Daniel Korski, vid European Council on Foreign Relations (ECFR), utropa två hurrarop för talet: ett för att det angav att EU kan bredda medlemsländernas politiska möjligheter och ett för att det blockade utåt mot utmaningarna i världen.

Korski saknade dock positive ställningstagande för de nya “byråkratiska arrangemangen” i Lissabonavalet och för utvidgningen av unionen.

Jag undrar. Kommer detta att beteckna den nivå av engagemang, klarhet i visioner och konkretion i förslag som ECFR förväntar sig av Europeiska unionen och medlemsländernas ledare?

I så fall var det slöseri med energi och pengar att grunda tankesmedjan.

Det var knappast en stor överraskning att Gordon Brown praktiskt taget negligerade Europeiska unionen, men att också ECFR?

Låt oss hoppas att mer ingående och omfattande europeiska analyser snart ser dagens ljus.
